DAA Briefs: The Start of the 104th Assembly
The Delegate Advisory Assembly (DAA) is a platform for Illinois ASBO members to discuss pending legislation and other policy or compliance-related issues. The DAA met on Wednesday, January 15 to discuss issues that impact Illinois school districts and upcoming legislative events.
Tier Two Pension Update
Government Relations Specialist Emily Warnecke presented on a number of legislative topics that will be discussed during the upcoming assembly. However, no educational issue is bigger than Tier Two Pension reform. Matching legislation has been introduced in both chambers of the statehouse on this topic. The bills propose:
- Lifting the wage cap to match the Social Security Base.
- Return Retirement Age and Final Salary Average calculations to match Tier One levels.
- Change the cost of living adjustment to a 3 percent simple increase.

Proposed Bidding Process Changes
The DAA heard from members Dr. David Bein, Curt Saindon and Board President Tamara Mitchell on a proposed change to bidding laws. While recent legislation has allowed for school districts to have flexibility on selecting "lowest bidders" in certain areas such as food service and transportation, this group is proposing expanding those areas to include security, maintenance, custodial and repairs (SCMR) contracts.
The DAA is in favor of expanding flexibility in bid selection and is working with our legislative team to further this idea within the statehouse.
Apply to be the DAA Vice Chair
Apply to be the next DAA Vice Chair. Help shape the advocacy efforts of Illinois ASBO and make a difference in Illinois educational legislation. The Vice Chair attends all DAA meetings, planning meetings and takes minutes for the assembly. The position serves for two years, with an automatic succession to the DAA Chair for an additional two years.
