Advocacy Alert: Call to Action — File Witness Slips in Opposition to HB 4416

HB 4416 (Evans; D-Chicago) would create a costly, ongoing unfunded mandate by making educational support personnel eligible for unemployment benefits during scheduled school breaks.

Why it matters:

  • Estimated $452 million annual statewide cost with no state funding source

  • Significant increases to district unemployment insurance costs

  • Reduced resources for classrooms, staffing, and student services

  • Loss of local control over staffing and collective bargaining decisions

Districts are already navigating tight budgets, staffing shortages, and rising costs. This proposal adds financial volatility and shifts the burden to local taxpayers.

The bill is scheduled for a hearing Wednesday, March 25 at 2:00pm in the House Labor and Commerce Committee. Labor groups have also organized a collective day of action around this specific bill.
