Successful bidding is not simply about following rules. It’s a craft that requires skill, judgment and precision. 

Section 10-20.21 of the Illinois School Code (105 ILCS 5/10-20.21) requires school districts to purchase many goods, services and construction projects through competitive bidding, but the statute itself provides only the framework. The real artistry in bidding lies in preparing the bid specifications.
