Throughout history, different communities have worked cooperatively with one another to meet the needs of their respective members. Initially, this cooperation between and within communities focused on local necessities such as trade or defense. As communities expanded, communication networks increased and governance became more formalized and intricate, the need for coordination grew. The result was more formal intergovernmental contracts and agreements.
While the long-lasting significance of intergovernmental cooperation is reflected in the Illinois Constitution and the Illinois Intergovernmental Cooperation Act, the form and content of this cooperation continue to evolve. This article explores the historical development of intergovernmental cooperation in Illinois, examining its legislative foundation, evolution over time and current trends. It will also address a number of legal and practical considerations for school districts when entering into intergovernmental relationships.
