DAA Briefs: How to Engage + State Budget Updates 

The Delegate Advisory Assembly (DAA) is a platform for Illinois ASBO members to discuss pending legislation and other policy or rule-related issues. They met virtually on Wednesday, January 20 to discuss issues that impact Illinois school districts.


New Legislative Session: Get Ready to Engage

As a new legislative session emerges with many new seated legislators, now is a great time to brush up on the many ways that you can engage in the Illinois legislative process:

  • Watch this video for a step-by-step process on how to file a witness slip.
  • The House and Senate have both posted new directions on how you can provide testimony for committees virtually.
Often when a bill hits the floor there is a short window to make your voice heard. Watch for Advocacy Alerts and prepare now so you are ready to engage!


State Board Packet Includes FY 2022 Budget Recommendations

The January 20 State Board of Education Meeting agenda included the State Superintendent’s Fiscal Year 2022 Budget Recommendations. The recommendations include a $7.58 billion appropriation for Evidence-Based Funding for FY 2022, a $362.1 million increase over FY 2021.

The meeting agenda also includes an update regarding the lame duck session of the 101st General Assembly, including a summary of the HB 2170, the Education Omnibus Bill.

Special Presentation from Lisle CUSD 202 on 110% Adequacy Referendum Results

District 202 Superintendent Keith Filipiak, Director of Finance Dave Wilkinson and Communications Coordinator Jenna Engler presented to the DAA on "A Story About What 'Adequate' Meant for One Community." Their district was the first to undergo a 110% adequacy referendum under the provision in the Evidence-Based Funding Act.

They shared their journey in navigating the ballot question, the anticipated financial impact and the communication efforts that ultimately led to their community to decisively vote down the ballot question and maintain the current funding level.

Update on Medicaid Free Care Funding Opportunity

There has been a shift in federal policy that allows billing for all health services provided to all students enrolled in Medicaid, instead of just the 14 percent of Illinois students covered by Medicaid who have an IEP. This is an important issue regarding resources and equity for all school districts in Illinois. However, Illinois needs to approve a Medicaid state plan amendment (SPA) in order for this to become a reality.
